I recommend that you buy an I&T FO-4 shop manual for your 8N before you tear into the hydraulic system. Cost $35-$40. They have a procedure in the I&T FO-4 manual to test pump pressure. I would definitely check the pump first.If you can get the lift to come down by standing on it, It may simply be a matter of stiffness due the the new rebuild you've done. Put an implement on it and see how it behaves. Normally, a sticky exhaust valve would be the culprit, but since you've installed a new pump, you've probably checked it out already?
