This is a very unique floodplain spawn. To normally build a dam it has to be adjacent to 2 river segments apart of the floodplains system. However I think that maybe because the floodplains are only 2 tiles, then the dam is only adjacent to 1 river segment apart of the floodplains so a dam cannot be created.
