Well, after all morning cleaning the carb, the problem is still there. I pulled the carb and cleaned each of the jets and fuel screw and sprayed carb cleaner in their respective holes. I also used one of those compressed air cans to try to blow out any gunk. I set the fuel screw at exactly 3 turns out.
