This is so much better than just extending the EU4 timeline, because it would utilize the unique mechanics and style of the Victoria franchise for a game specially adjusted for the historical era it portrays. ... It does take time, like all of Paradox's grand strategies, to figure out and even longer to master, but it is the easier of the two. I would personally recommend HoI4 of these two.
