One forum quoted that GM moved date codes to the side of the block in the 70's. This is passenger side between the core plugs. Block code (in the usual place) confirmed as 3970010 "M" code next to this.

I would think 1978 cause the small pad in the front of the engine is the smaller square shape not the longer more narrow older style pad for 1968. The pad is smooth so theres no engine codes.
